Bring to a boil the milk, pour in the rice and cook covered until total absorption of milk.
Combine the sugar and let cool.
Add apples, peeled and diced, chopped 2 tablespoons rum, cocoa 1, flour and stir until mixture is not too dense.
Fry the mixture in spoonfuls into hot oil and serve the pancakes sprinkled with icing sugar.
